Depends on traffic warden. I did a job a couple of week ago were residents permit parking only new house owners had a job getting permits we parked up and when traffic warden came a long ask if Ok and he said where else are you going to park that lot. -

12 Volt Tyre inflator connected to tank would be one option. I built a petrol compressor many years ago power with a honda engine and it work any where.

I have used one not at fast but you came just cut into ground with out digging and good for making root smaller to get out.
