Yup. It's a complete pita for all sides, but hey, that's the law. ALL of our work is noticed, unless it's mobile works or emergency stuff, in which case the instructions have come through us or the Police in the first place. And in the real world (outside of wonderful LA land)? Of course things aren't always noticed properly. Or at all... You asked when "permits" are required and now you know . Tis up to you whether you choose to act upon that info or not.

There's a clue in that publication's title . The lil' Red Book only deals with site set up and not with other aspects of the NRASW 1991 legislation. "Under the New Roads and Street Works Act (1991) and The Street Works (Registers, Notices, Directions and Designations) (England) Regulations 2007 local authorities have a duty to co-ordinate street works, and undertakers (mostly utilities) have a duty to give notice of their intended (non-emergency) works, with traffic management plans, up to 3 months in advance." I got a bit of a telling off in the very recent past for not ensuring that some of my work was noticed correctly, so this is very fresh in my mind. Oops...

Very briefly, anything that's going to impact on traffic flow and pedestrian access, other than mobile works, should be notified. Where footway closures, stop / go boards or traffic lights are going to be used, you really do need to get the notification in and book the roadspace. Have you had a look through the LAs (that'll be the County Council if you're in a two tier system) website? There's usually a dedicated form and contact detail lurking in there somewhere.

What could be more exciting than waking up and reading Arbtalk posts every morning? In my younger, slightly more stupid days, storming the gates of Glastonbury Festival on the roof of an old military truck is one of the few (of quite a lot!) incidents I can properly remember. In my older, slightly less stupid days: getting the bike up to 170 got the adrenaline going, marrying Mr Janey and starting out on our life together, every time I take the bike on track, ummm, pretty much anything bike related now gets me excited.

I took a massive salary drop to take a job here and move out of Laaaahhndan a couple of years ago and I haven't once regretted it. We're actually way understaffed (which LA isn't?!?) and are down to about half the Arb staff that the County had only a few years ago. Not including City, it works out that we have one Officer per District (ie, there's currently three off us and one vacant position) and one Technical Officer. Each Officer has to do EVERYTHING in their area for the Highways and OCC property maintained trees, plus the additional generic duties not related to the specialism. So that's enquiries, cyclical inspections, work issuing, contractor monitoring, a small amount of planning work, and so on. It's, cough, challenging but also varied and interesting. The District that's currently sans it's own Officer is South Oxfordshire, which is from Henley in the south up to Wheatley in the north, with a large tract of the Thames running through it. I've covered this area myself and I love it. Tempted? Awww, gwan, gwan gwan ?

That makes me feel like a blonde Judge Dredd I can't speak for any other LA, but the Records Team where I work (@ Oxfordshire. Fabulous people) are really thorough and if there's any doubt as to ownership, they'll put in something like "on balance, we believe...".

Land Reg Title Plans are a guide only and cannot be relied upon for the definitive boundary line. The plans always contain this caveat: "This title plan shows the general position, not the exact line, of the boundaries. It may be subject to distortions in scale. Measurements scaled from this plan may not match measurements between the same points on the ground." The LA will hold the definitive maps for the extent of the highway and therefore the land that they own and / or maintain, with the very occasional exception where land is unregistered. Although this tree may appear to be on highways land, it may be considered an original boundary feature (ie, marking the extent of your client's property) or on the property side of a boundary ditch. In either case, it will not be the LA's responsibility. Most people fail to realise that their responsibility can extend to the land and trees that are seemingly adjacent to their perceived boundary line. Basically, if the LA categorically states that this tree is your client's responsibility to maintain then it is.

I usually undertake Hammersmith's tree surveying every year, but due to other OPM work commitments I can't fit it in this time around. The work will be re-surveying between a quarter and a third of the Borough's street tree stock and re-surveying an unknown quantity of their park sites using CONFIRM and a tablet PC. I imagine it should take three to four months full-ish time. The way the council is set up means that you can't be employed directly and you will have to go via one of their approved general work agencies. I use Eden Brown (Ross Henderson on 0207 422 7397), who are ok and their percentage is a heckofa lot less than certain specialised agencies! That always looks like a bit of a scam to me; I always see ad's for proof reading quailifications at only x amount, but no guaranteed work at the end of it.
