One thing to watch with scaf is the galv coating. Get it too hot & it makes crappy gasses. Google galv fever re welding it.

by changing the profile from round to a flat slot you create more flow restriction, counter that by upping the hole area.

Make an adapter to a long slot exit pipe. Double the cross sectional area of the pipe should do it.

Use an over center bar at each end that gets moved via your lift arms.

Most army vehicle wont be type aproved so dont need type aproved towbars.

Yet we trust them to stop it in an emergiency? Ok some of the stopping is done by the vehicle but not where near all of it. Put hand brake on then try to reverse it or pull it forwards to see just how good the brakes are.

They can & do seize caravans.

The cable does not do the stopping or keep it attached to the vehicle. It is supposed to apply the fully working brakes & then snap.

The only exemption I know of is for Agri use & then it can be any agri number registered to the same farm.

My customers have to also supply their registered postcode to allow payment plus I need their driving licence numbers to allocate the driving test to them. The system would not accept a false number. I would see a wrong name, re card, licence, FB account, email etc etc. So would be hard to say they dint auth it when I have their other details.

I do but prefer not to as they can be recalled up to about 6 months after being paid. Took one on Sat last week. However its from a trusted source.

If it has ref to 94/20 then its out of date as the reg that applies is Reg55. Again not my area so not to be taken as gospel. It is also worth noting that most towbar sellers seem to imply that Reg55 does apply to commercial vehicles. I would guess that if you can buy a bar it will either a, be approved or b, not need approval or they would not sell it.
