Another good insecticide is Bayer Provado Ultimate Bug Killer Concentrate, you need to spray the entire hedge, and I'm sorry to say you're very unlikely to control Cypress Aphid, and its very difficult to spay right into the center of a hedge, using a conventional sprayer, and the blighters breed like crazy.. -
You should have took a brave tablet Dave and stripped her roadside, and ripped off the top crown, I'm all for rips , tears and coronets these days, easier said than done I guess though mate, with a big tree in such a prominent place... I'm guessing this tree is at Highgate?

Further investigation, suggests slime flux isn't a problem on its own but is usually the sign of an environmental problem.

I've had two cabstars, one Isuzu 3.5 ton truck, transits etc etc , cabstars take a lot to beat, my mate had a canter downside very poor carrying weight [legally] lads down the council yard don't rate iveco's at all...
