But... things like the armed forces you can't opt out, image "we're not going to invade apart from number 57 who haven't paid to be defended, we'll invade them" - the things for all of society that you cannot opt out of because it covers us all equally. There is also an efficiency in collecting the cash centrally rather than every service having a cash collection department.
