Reading the planning rules, seems you'd pass the key tests to determine you'd not need planning permission IMO see

Dear Cupid Stunt, thank you for your letter dated whenever. It seems you have been misinformed regarding the nature of my business, and the authority you think you hold over me in a democracy.

 

I am tree surgeon, my business is tree surgery, my business activity is carried out on customer premises only, where would you suggest I move my business to?

 

Until this country becomes a dictatorship, and some idiot puts you in charge of it, you hold no sway over me, I therefore don;t have to comply with your irrelevant requests. Please desist from writing your wishes regarding my business to me in future, I have a life, and I don't want to waste it answering trivial letters from you.

 

I suggest you move to China and contribute large sums to the party in charge, this may allow you the power you clearly desire.

Luckily I get on with my neighbours, but have absolutely no idea where I stand legally.

When thing that might define if yo uare doing the right thing or not, is this, do you have workers turning at at yours in the morning? Regardless if they are self employed or not, that would be seen as running a business from home. If you work for someone else, SE or employed but keep your kit at home then obviously thats ok, every self emplyed person lives somewhwere. I do believe that having vans etc turn up and workers collecting tools, work sheets, chippers etc. might reasonable for that to uspset neighbours.

 

If its illegal or not, I doubt it.

if you can answer yes to any of the questions.

This I guess means so long as you don't upset your neighbours with noise and or smells not usually associated with a residential property then all OK.

I'd just ease off on the chainsaw stuff- use electric for your logs/ set up a screen so the noise goes elsewhere/ insulate your garage for noise and generally be a good neighbour and you'll be fine. Invite him round for a beer. If you really feel hassled then go get a unit or yard but beware the rate protection racket, it will kill a fledgling business.

We all think we're good neighbours but put yourself in their shoes. Who wants a chainsaw running at the weekend. I suspect you cut logs for others as well as yourself. It's so easy to feel challenged by your neighbours who may have a genuine cause to complain. A lot of people just escalate the situation and that helps no one. Also, a lot of people might enjoy you falling out with your neighbour so don't let them wind you up. People can be wicked.

Ignore. Don't talk to anyone about it (including council, police etc). Don't even admit receiving a letter.

Can you just go and have a chat with him and see if it's anything specific that's pissing him off?

 

If you give a serious listening to it might placate him a bit. You just might find that it's not too difficult to sort. Nothing to lose anyway.
