Otherwise a safe is just more keys in sequence, if you know the combination it's not stopping you from getting van key out immediately plod leave.

Precisely. Here’s an idea: It be illegal to do a bad thing and not be illegal to not do the bad thing. Any of us can look to our left and headbutt the person standing there but it’s not a crime until we do it.

Going right back though, the keys were locked away, no further action on 'drunk in charge' - just a couple of over zealous / bored officers. If the intent is clear that there will be no driving (sitting in PJs, keys stashed away) then all you will get is an inconvenience.

It’s far more than inconvenience though. It’s a kidnap and if he resisted, they’d kill him before letting him go. For not breaking the law. 
 

Let’s say that instead of browsing eBay in his pants, he was sat bolt upright in a three piece suit, eyes flicking between ten screens in a trading platform. He just happens to be drinking while doing it. He could have any amount of money in play, laid various ways across various instruments. The filth kidnap him for a few hours and are kind enough to drop him back to his van, in time to see that Tokyo shut and EUR/USD flipped in his absence and he’s lost hundreds of thousands of pounds because he couldn’t close the trades.

You are right, it’s not trivial, ok, being in possession is against the law, but feck my old boots, it was a bit left over from when I was struggling with pain with a broken wrist. The drunk in charge was a joke, when they slam that trap door it isn’t funny.
