See on woodland trust says it’s a shrub and on the rhs site says a shrub but can be a tree

Woodland trust also says this;

What does holly look like?

Overview: mature trees can grow up to 15m and live for 300 years.

It is a woody plant so can be considered a tree.

As mark says a TPO covers any woody plant so wether it’s a tree or shrub is irrelevant..you can’t touch it end of ... unless you have obtained written permission.
