Okay the mower pusher is a muppet, but what about the planter? Not hard to do cross member, put a decent mulch circle and spiral guard/strimmer guard.

I blame the planting gang for not being robust enough.

I thought that this was still area was still under the developers control? Still if it is council have you spoken to Vinnie the TO or the HTC lot? This is nothing in comparisons to the council grass munchers crown lifting efforts else where around the borough.... As others have already ready stated these will be FUBAR in the near future thanks to chimps with strimmers. This is what happens when you stop them advertising tea bags......

I think you have miss-read the OP, its likely been planted by a "mower pusher" as its their off season.
