Simple recipe:

 

Take a task (any task),

 

Add public sector bullshit, Bureaucracy and bluster,

 

Sprinkle with ineptitude, lack of accountability, flexible working and a twist of corruption,

 

Seek grant funding from another equally inept organisation (esp EU),

 

Mix well to blur any lines of accountability,

 

Bake for just long enough for those involved to be rewarded with great accolade and civic distinction before it is realised how over schedule and over budget the scheme actually is,

 

And there you have it! Same shit, different project!
