he's keen as mustard just clueless works hard just does not seem to progress any

In what way is is clueless? Is he crap at dragging sticks? Is he crap at sharpening? What does he need to progress at? How have you supported him?

If you had said he's a tosser who can't be bothered, I'd say show him the door, but if he's keen and works hard, he's worth a punt.

I have had a lot come and go and some times with a change they excel, have worked with a few years later after they left or could not take my grumpy mood swings any more and I'm always impressed how they progressed.

I wondered why they did not work like that with me and I came to the conclusion getting wound up and yelling at them what to do next all the time just made them think less for them selfs.

One thing for sure starting from scratch again is a pita !!

I think its what is being reared these days, no flexing or trying life/survival skills. We see them everywhere. The only thing I would want to verify if that does he have any disability. Obviously its not fair him being in a situation where he needs to be sharp. Tree equipment and work requires nanosecond responses.

But if you let him go and the discrimination card comes back, it could be messy.

I would personally say how you feel, commend him for the good qualities he has and then discuss areas of concern. Probably chat to him the 1st thing one morning. Then he has the day to mull it over rather than going home freshly dejected and angry.
