Not entirely accurate - Wales & Cornwall also proved ‘awkward’ for the Romans.
 
Maybe it was just too challenging in relation to the potential gain [emoji23] 

Wales was one of the main targets in Britain because of Welsh gold.
Cornwall was one of the few producers of tin in Europe at that time.

As for the Iceni tribe...
Bunch of two faced collaborators.
Worked with the romans against other British tribes.
