if it was me and money no object i would use an air spade to airate the ground due to the 1000s of feet that have shaltered under the tree for hours on end.

there has to be be some way of fixing the leaver too the shaft, and the shaft look likes it is installed from inside the gear box, and if it is not rotating but the leaver moves, then i would say yes if the hole goes all the way thrue the leaver, you may find that the shaft has rotated so not lining up.
