Steel tube. Thick enough to cover yourself. Big flat plate, 1/2 or 3/4 inch plate. Some solid rod to put through the tube. A damn good welder.

 

They are simple to make with the right metals.

 

But as it's been said puwer and the like will have you over a barrel if it all went wrong and someone got hurt.

It wont just be if it goes wrong, if they find you using it under any circumstances they aren't going to be impressed.
