Yes perfectly legal as long as the decoy bird has food water shelter and a perch! however! you can't drive around with a decoy bird in a trap as its not an Avery! also you must dispatch the trapped birds away from the decoy bird! and with all traps must be checked at least once every 24 hours.

I heard a sad story recently about a decoy Magpie. No joke if I told it here there's a danger it would start a wave of emotion not seen since Di's funeral. I'm even thinking of selling the rights to Pixar.

usually best if ur using Larson trap, if u swop freshly caught bird with the decoy bird evrytime .......then the decoy bird wont die on u

The trick to keep the decoy bird alive is feed them on a complete dog biscuit just the cheap stuff, I buy the rabbit water/feed bowls made of china because there too heavy for the crow to tip over, then I put a handful of dog biscuits in then pour water in with them this makes them softer for the crow/magpie you must also have a separate water container for fresh water!! Once I've caught my decoys they stay alive until I've finished with them, i might lose the odd one in 4 months due to the rain and the cold but thats it!The dog food has everything the birds need to keep them healthy.i also have another tip regarding the trip sticks for the trap I'll get a photo tomorrow if anyone's interested.

I must also add that if the trap has a decoy bird in it but isn't set to catch then that is also illegal!! Because it's not intended as an Avery, once set it's legal

That's the idea! I move my traps once a week even just moving them a few meters can catch a crow that you are struggling to catch
