If you use one of the tip sites listed on Arbtalk surely you are giving a third party your ‘waste’ to use.  Therefore it is not waste.  
 

After all, if you let someone have logs for their wood burner that is not waste disposal.  So when you tip chip you may think of it as waste but the owner of the tip site is taking it because they have a use for it.

 

Am I wrong?

If it's log or chip, it's not really waste.

 

Anything else will most likely have to go to a proper site with paperwork and won't be free.

They often do come under the definition of waste but at one time the environment agency made a position statement excepting most arb waste  but though it included "virgin timber" this did not include hedge cuttings or soil contaminated bio waste so most firms would need to have a waste carriers licence.

 

This discussion was from 9 years back and the EA have probably moved the goal posts since.

The question that needs asking is what was he carrying.

 

And if it was for example hedge clippings how he thinks anyone would accept such waste.
