Guessing maybe some  local rich bloke who had travelled there got the idea to tart it up at one time with the fancy steps?

Looks to be a "sod hut", often constructed in the woods by charcoal burners, bark peelers, coppice workers. Simple timber frame, and then covered with bracken, heather or sods (turf). Just made as a shelter for the seasons work. This could be a charcoal burner, basket and probable riddle behind.

A few years back in the Forest of Dean I went in to the local coal mine. It followed the exposed coal and descended slowly for a few hundred feet. Entrance looked very similar. Although Sod Hut is more likely.
