Well i raced 2stroke japanese moto x bikes for many years and never needed to retune when i got them new they were always factory set spot on

I would have thought it should be set right from the factory not need to be retuned

Yes a splined tool is needed,you can get em on ebay for a couple quid but there is a few different types so check first
