Do you reckon it'll go that far? I've no problem with pest control, or shooting or fishing, it seems like a bit of a pussy/pointless/inhumane way to kill something by setting a pack of dogs on it.

Two hours travel each way to site (due to location) - 4 @ £25/hr = £100. Climb tree(s) and do the work = £250. Seems fair to me to venture into London, on a one-off job.

Have you informed your house insurers of your concerns? It is unlikely that you will get consent to remove an apparently healthy TPO'd oak(s) without proof that they are the cause of suspected subsidence. The investigations needed to determine subsidence and any tree/building/drainage works which might arise from them will cost far more than paying the excess on your insurance (usually about 1K). Heave is only a consideration when trees predate the house and/or parts of the house. Phased reductions will do nothing to mitigate the risk of heave.

Howick has some really nice trees in it. Howick Hove is just on the seafront down from there, it's a really nice little bay. I worked with an ecologist who found a long eared bat that lived directly above the bell in a church, it must have been a heavy sleeper. The churches love swastikas.
