Get some cones and cone off normal parking bays and level his without and see what he do's, failing that knock on door and ask why his a ==== .

Maybe he is,but if there are other disabled people that can use it then why should it be removed?

We also don't know the full facts about why he uses the non disabled bay.Okay,it might well be that he does it as a wind up.It may also be that his property is further from the disabled bay than an ordinary one.The op's question was whether he was committing an offence,no he isn't.

AS I wheelchair user I have to agree that he is being a selfish tw@t. As said if he has a designated disable bay outside his house for his use then get the evidence to get this bay removed and reverted to normal parking. If it is a bay for general use for people with disabilities than there is little you could do without it disadvantaging people with real needs.

Theres one disabled space specifically for him outside his house, although I guess if it was empty any disabled person could use it. The other 3 spaces are for the able bodied residents but he chooses not to use the disabled bay, leaving the old folks to walk much further to their cars. He's not the visual epitome of a disabled person as he looks fine to me, although I know you can't always see the problem. He's the only 'disabled' person here for miles. Anyway...rant over.

This is probably an advisory bay or if requiring a residents permit too,a dedicated bay.

So,as has been said,if reported that he's not using it the council could revert it back to ordinary parking.
