Maybe there is a fuel shortage. 

Maybe they want to restrict travel to subdue an as yet unknown variant of covid.

Maybe they realise that they messed up by leaving the customs union and foregoing the free movement of people. I'm all for leaving the EU but I want no part of any curtails on movement. 

Maybe they're just incompetent.

Perhaps it's people being silly at petrol stations.

My wife is a social worker and she has 30 cases when she should only have 12. She works in child services as well. Its easy to blame social workers but they are short staffed and underfunded.
