There is absolutely no point in making any laws that cannot be enforced and the politicians know this.

Its fairly easy to catch someone speeding, drink driving or using a mobile whilst driving and proving it. How would you possibly legislate for chainsaws. There must be hundreds of thousands of them out there used by people regularly to cut firewood etc who do not have certificates. Impossible to police properly in a time they are cutting the budgets of all the public services. It wont happen

Assuming we've agreed that we won't be using the Stasi approach to chainsaw ownership, perhaps a more useful question would be what could be done to increase the chance that Joe Public might become qualified. Currently his only option is to sign up to an overpriced course PLUS assessment which is so highly priced that no-one who isn't earning money from it will ever cough up. If I want to get a driving licence I don't have to attend an approved course, I can get a family member or friend to train me or just turn up for the test without training - why can't we have more flexibility on chainsaw certification. I'm sure that there'll be a lot of chundering about how unsafe that would be but most apprentices get their training on the job and then attend the course so what's to stop people traing themselves then getting certified? It might even be an aditional source of income for arborists - I see on another thread that self employed climbers are getting around £150 a day and I'm sure for a lot of people that 1 day of a decent climbers time and equipment would be a better bet than several days group training in course environment - not everybody learns the same way. Anyway rant over ....sry

 

 

You are aware you can do just the assessment? Many places recommend training, some admittedly refuse to do the assessment without doing training prior. But there is no requirement for training prior.

 

But regulating tool sales is a bad idea, it'll put the price of pro saws (there wouldn't be any homeowner saws) right up. Imagine paying £1000 for a 50cc saw...

Agreed. I think health and safety has almost got to the point where people will no longer take responsibility for their own welfare and everyone else suffers as a result!

While this is true (I only ever took assements and never had any training at all) the irony is that certificates of competence are not a legal requirement, adequate training however is.

True, adequate training is the only requirement, but how do you prove it without a cert?

Does anyone know if it's only in our industry that certs aren't a legal requirement in regards to other industries like ropes access, etc?
