I'd stick with a whistle if the handler is a stranger to training dogs, using commands can confuse a dog especially if the dog goes wrong and handler starts shouting to try to get the dog back steady.

My mutt. Mum's a Spaniel, Dad is half deer hound and half border collie. He's 2 now.....was pretty mental but he's getting there. The boy is bloody quick I know that.

Just an update, I saw these dog training collars which they said a good device to train dogs, it is inexpensive, safe, and effective. But still, I want to ask the opinion of others if it is safe to use or it is not against animal cruelty. I'm open for more suggestions and recommendations, though.

I'd rather train my dogs by means of positive reinforcement as opposed to punishing bad behaviour. The RSPCA aren't too keen either, and the government has considered banning them in England (they have been illegal in Wales since 2010):
