what are you going to display on them ?     if it is wooden items then wood does not show best on wood ...look in galleries , mostly white boxes ,shelves etc ...if you want a smooth-ish ,textured finish a bit like sandblasting then wire brushing can achieve that , best use a drill as Angle grinder a bit too fast and you may get burns , you could also try bleaching , is a "finish " needed ?? Also you can remove the hairy fine splinters by careful use of a blowtorch , just enough to singe off the small splinters without scorching the wood itself ..

Making some rustic stands out of cable reels for the shop. Usually I sand down and stick some danish oil on followed by wax, but with these i'm probably not going to sand them down smooth enough so will be hard to apply wax. Plus i'd like a bit of a rougher finish on them anyway. What would you recommend to treat them with?

You could just belt sander them then oil, and forget about wax. Something like Danish oil will build up a sheen by itself after a few coats, especially if you flood the surface each time. You'd probably want a cheaper alternative though for that area though.
