They can't refund money from a frozen account and they aren't a credit card when it comes to buyer protection with some form of insurance scheme.

 

Obviously it's a different case when you're dealing personal to personal via eBay as they just take the cash and refund you.

When you do not receive an item from seller PayPAL protection covers reimbursement of full purchase price of item as well as original cost of shipping if paid.  Time to file a dispute is 180 days from the date of purchase.

So where is the money coming from if the business account is frozen ?.

I’m guessing from PayPal (which means their clients) themselves who have insurances to underwrite this stuff.

As I understand it you first open a dispute in Resolution Centre of PayPal account (within 180 days) and if you do not get a result with seller you escalate the dispute into a claim but must wait 7 days from payment date to escalate a dispute for items not received and must escalate dispute into a claim within 20 days. If that does not work if PayPal was funded via a card then contact the card issuer. Credit cards are covered under section 75 where credit card providers are jointly liable if something goes wrong (protection £100 - £30,000 per claim on credit card under Consumer Credit Act).  For debit card payments there's chargeback (it might be called something else with some network) within 120 days is covered by law and and applies to all debit cards but rules differ between networks.

Worth remembering section 75 has quite a few loop holes and is rather outdated. I also thought it didnt apply to business cards, the 2nd holder of a joint card and they way some online transactions are processed can cause problems.

I had a pair of haix boots on back order from April, fr Jones emailed me last Friday to say that they'd be delivered this week to them and dispatched straight away to me via DPD courier, Barclays have been great as I paid from my debit card and hopefully they'll get my money back.
