I think you're right. There was 2 bins out of 5 like that. We were clearing the site next door, came across needles etc!

I don't know if they still hand them out, but it's a bit like when you see one of these stickers on the door

Our Son has had his brown bin refused emptying, because fornicating dog walkers "pop" their bagged dog shite in it sitting at the kerb waiting to be emptied.

Probably the same fornicator that used to flip the dog shite bag into his hedge, before I took the hedge away.

Some people are simply dirty scumbags.
