Just looking at that again, looks like they removed a dead branch? The cut face looks like mush already, and the stub on the left can't be great with those brackets on.

 

The question is how much of stem is gone, I would guess the branches above will start to die back pretty soon as that advances.

I would send the photographs and location of tree along with your concerns to the head of the local council, parish council and highways department. Ask for a written response from all of them. You could add that if the tree was to fail and God forbid - injure or kill some one you would pass all the details to the HSE and any  lawyers that could be involved in any resultant legal case. They have a duty of care to keep the public safe.
