My parents are victims of cowboy tree surgeons who are now blaming my mother.

did your mothers watering increase the growth of the suckers and feeder roots? Of course, plants need water so of course they are going to benefit from it.

 

is the tree surgeon blaming your mum a legitimate reason? Well it’s a bit over the top, might have been better to admit that removing the stump won’t necessarily stop suckering.

 

good advice in this thread about using roundup. Might take a few hits but will eventually do the job.

 

aside from that I’m not sure what you’re trying to achieve by demonising the tree surgeons who carried out the removal. I doubt they are going to jail. There’s a slim outside chance that they might have to run away and join the foreign legion, but quite unlikely 

From what I can gather from responses here, they did their job, so they are not cowboys. However the neighbours said the 'suckers' keep growing and told our landlord's estate agent, who proceeded to blame the surgeons, who in turn wrongfully blamed my mum to dodge any flak.

Right so you have suckers growing from the roots. Unusual for a cherry tree I would say but as drippy said keep mowing over them and eventually it will give up the ghost. In layman turns there is a fair bit of stored energy is a trees root system. Once that tree is cut down it will sometimes find a way to keep going (growth from the root system) although I haven't seen this on a Cherry before. The tree is dead essentially but is trying to grow by putting out suckers. Your mother is fine and can not get in trouble even if she is watering the trunk ever day (unless you have a hosepipe van in your area).

Your mother’s actions would have been less serious than a usual summers worth of rain.

 

Blaming her for a cherry tree doing what a cherry tree does seems as unreasonable as blaming it on an act of god.

(especially should you consider god is a horsefly/squirrel/chicken).

Not all trees propagate themselves and spread in this way, but Wild Cherry does, and it's very good at it.

So isn't this kind of the fault of the neighbour then, who failed to cut and mow the suckers and then complained about it to our estate agents, who in their ignorance, blamed the surgeons, who in turn wrongfully blamed us?

 

The neighbours have let their suckers practically grow into a tree, and are causing these problems. 

 

Here is a picture of their garden. The top half of the screen is their garden, and they have let this sucker grow into a baby tree. But even if our tree is dead, won't their tree now keep growing?

Your neighbours are clearly dickheads. You are correct - that is now a tree and will continue to grow from the original root system unless cut down (and/or poisoned).

Yes, that will become a tree of its own with its own root system
