I know what you are saying.. It is the same with BS7671 [the wiring regs] They are not law, but compliance with them can be relied upon in a court of law in order to demonstrate compliance with such things as the electricity at work regs..

 

In the same way, the highway code is not law, for example, thre is no law that says you have to drive on the left, BUT, the highway code can be relied upon to create offences, in that, it states, "keep left" If you do not, and there is an accident, none compliance with the highway code will be sufficient evidence to create and offence, reckless or dangerous driving etc etc etc..
