wtf.  The dog is not on the dangerous list  and was kept under proper control (a lead) 

how about the yapping dog owner gets charged failing to keep her dog under control. 

 

 

having a dog on a lead is not in itself keeping it under control..  its also contingent on who's got hold of the lead..

obviously I'd boot said dog in its own seed sack....   whats your point?...
