Is it possible to fix stupid?

Went and got my circular saw out of the shed the other day and found it like this, I dont suppose for one minute I will find out who did this but it does beggar belief.

Is the issue that someone cut the cable or something else?

 

Cutting the law mower cable by making sure I went over it was my favourite way of getting out of cutting the grass as a kid, maybe this is a similar situation!
