To answer your question will need a site visit by a qualified person, even then it will be somewhat a personal opinion based on what can be seen, environment,targets and experience I would ask you to specify safe, do you mean is it going to fall down tommorow or at sometime in the future?, or do you think it has a disease that other trees might suffer? -
I would blast it if it damages then the timber is firewood all the rotten areas need to be removed

Might want to look at poplar and eucalyptus, willow will grow from just about any size 8 -10 foot branches pushed 21/2 feet into the ground work well, I have used lumps 10 inches in diameter to make instant pollards, done in early spring to give best survival rates

My bandit has perkins fitted so bell housing must be available mines a four cylinder naturally aspirated, but I have seen a 90 with a turbo fitted would have thought its just the adapter you will need. What about engine from a lighting tower or compressor?

Go perkins I’m told up to 90 hp will fit clutch bell housing to block will need an adapter plate and you will need a bigger rad can’t see it’s that difficult

Is it the torque converter or the pump had these go on site discos exactly what you describe you still have to take the box out so might as well recon the lot

If you have the work and can prove it talk to a bank you will need a business account anyway, write a plan and see if you can get an appointment always better face to face
