    An overly thick step cut can do just as good a job if not better for standing limbs upright. Never used a GRCS but would often use that method fro crane pics

    Thats going to be a potential weak point in a tree species thats prone to failure already. You could reduce is to make safe, and then keep re-reducing it every few years to keep on top of it, but ultimately all you're every going to be left with is a pretty crap looking tree. I'd fell it and be done with.

    I can’t imagine that tree has a tpo, it will just be within the conservation area. A simple email showing the video should be ample. Just save a photo of the uprooted trunk
