I'd tag that as a brave, forward thinking, innovative, "good news" initiative.

 

That's what national governments should be doing, setting long term strategic head marks.

 

Industry (and public opinion / consumption) can plan, adapt and exploit future opportunities based upon known policies.

 

Maybe a consequential shift away from dependence upon unrefined oil, and a whole scale adjustment of foreign policy in the Mid East may follow?
