The funny thing is, if you get stopped and you haven't got an O licence, that counts as a mark against your reputation as an operator......

 

It's a bit like a 14 year old getting a 3 year driving ban.

 

So it's a slap on the wrist thar takes affect when you get a licence. ...........only in blighty!

To be honest these are bog standard conditions and nothing every operator doesn't have to deal with.

 

Operating hours is so that you don't disturb the domestics, the no maintenance similarly to prevent things like noisy repairs, the lack of a proper maintenance facility is also a decider. The number of vehicle movements per day also a standard question. If you were based on, say an industrial estate you wouldn't have to deal with many of those issues.
