MEWP

Simply because it is a predictable repetitive practice that CAN be eliminated.

Therefore it should be.

Or hinged at the ground poles, hydraulically raised, would be even better, simply because it obviates the requirment for staff to leave the ground.

As a Council employer one cannot be allowed to "fix stupid" by sacking them.

Therefore one must work around their innate stupidity/shortcomings.

Ask me how I know.

Health & safety "officials"....

Does that mean representatives of the HSE or does it mean H&S reps for that council?

Be interesting to see if this appears on the HSE "Myth busters" page:

Myth Busters Challenge Panel

My line of thinking exactly. The officialese trotted out came from Barrow Borough Council according to the report, not the HSE.

Like you I suspect the real H&S people would consider that risk mitigation had been done, alternatives considered (and tried) and that the task had a proven track record of safe operation.

Health and safety is supposed to focus you on common sense methods to improve your working enviroment. Often its not actually H&S that is the problem its the way its interpreted and implemented by management with some organisations. Often its used to create problems and well paid positions that are not actually needed.
