So I can get a licence for a yard barely big enough to turn a 7500kg truck then run 20 artics and 40 trailers from there can I?

No, the tc will just refuse it, clearly.

An I license covers any size, they don't fifer estimate between class 1 or 2 vehicles

So I can get a licence for a small truck and run a fleet of artics????

Well no because licences are specific.

In my experience of the process they aren't, however as I'm sure your well aware different TCs do things differently. Where I love they are very black and white and have little flexibility.

The success of the application revolves around the impact of the nuisance factor.

You need adequate parking

Good sight lines on exit

Not to impact on the environment

Not hack off the neighbours

Noise comes into it so you may be restricted in a built up area

Parish council can stick their oar in so they need softening up

Timing of the application can make a huge difference. Put the add in the paper at the start of the school holidays or the week before christmas ,folk are to busy to read the papers and stick the boot in and the council are short staffed.
