Ok. I can re some sort of reasoning behind it but.

 

It looks to be only forestry that is effected. So now define forestry.

And what tickets are going to be refreshed. 30 and 31 ok. But any more. Felling medium. Or anything else that is needed for forestry.

I suspect whether it applies to arb or not wont make a jot of difference.

 

Commercial Arb clients will get on board to be seen to be doing the right thing. They will request proof at quotation / tender stage.

 

Domestic Arb won't be effected.
