Currently road tax (Vehicle Excise Duty) is based vaguely on emissions, but it has quirks where the same vehicle registered in different years have different rates.

 

What about if it was based on gross vehicle weight, say £100/tonne?

 

Then you could collect some tax from electric vehicles, but a big tesla is going to cost more than a citreon ami
