Need advice! Large Ash widowmaker

Question

I found this last week, the base of this ash has rooted out, and now it's leaning at 45 degrees into another smaller ash.
I dont have the experience to tackle this

please see the attached photos
I just need to know what can be done and what i might need to do and in a nutshell would a professional be able to attempt anything or is it to risky

Is there any risk associated with the tree - paths, public accessing the woods, falling on anything?

 

If the risk is minimal is there a need to remove it is where I am coming from. Had a couple similar in my wood but was able to leave them, storms brought them down eventually, no risk to me or anyone else.

your one looks worse than this one an instructor is demonstrating on, his didn't twang back much, or roll out unexpectedly, it would be an exciting job to tackle in the same way it would be exciting to ride at full throttle around the Isle of Man TT course - death comes to those who wait

Looks like it could be a bit of a exciting challenge that one, couple of decent ratchet straps, couple of slings, a good snatch block, a tirfor winch and a couple of hours should sort it out,, 

ratchet straps round bottom where its split, the use of the correct slow release cut to sever it, by the looks of it it wont roll out in a month of sundays, sling round bottom of main trunk,, snatch block elevated up the tree behind and drag backwards n upwards and it should drop,
