Following pictures show council owned tree, 25m from very well used bus stop, 75m from doctors surgery if fails would croo very busy road would you prune or fell?

Id want to have a close look but I took one down recently that had brackets on, what I found when cut was worse than I thought it would be from looking at the outside before.

HC wood turns to pulp very quickly.

 

Get one of those X-ray things on it.

The council arborist tells me that the prune is all it needs,and these are pictures after it been worked on

Just looking at that again, looks like they removed a dead branch? The cut face looks like mush already, and the stub on the left can't be great with those brackets on.

 

The question is how much of stem is gone, I would guess the branches above will start to die back pretty soon as that advances.

The chances of it likely falling onto someone may be tiny but hardly looks in the greatest condition.  I'd have thought take out and replace would be best option.

If in doubt- ,take it out. Prime example is the other post on here: 6 year old killed by rotten willow...

I doubt theres much solid wood at all left in the main stem at that point

I would send the photographs and location of tree along with your concerns to the head of the local council, parish council and highways department. Ask for a written response from all of them. You could add that if the tree was to fail and God forbid - injure or kill some one you would pass all the details to the HSE and any  lawyers that could be involved in any resultant legal case. They have a duty of care to keep the public safe.
