The whole of the carriageway and sidewalk/footway is paved and a footpath is a right of way that isn't necessarily a road/carriageway bridleway or byway, so much as I object to many americanisms this is a more logical one to my feeble brain.

Pavement isn’t a description it’s a noun.

Maybe sidewalk is a better word than pavement, but footway isn’t a word at all.

Still a footpath in my world. Which can be anything from paved, tarmac, brick, cobbles, grass, mud, stone or whatever you fancy. Can be anywhere along a road, carriageway, town, city, countryside...or indeed whereever a specific area is designed for foot travel. Pretty much covers it.

 

Footway...like you, never come across that and sidewalk is an American word for footpath predominantly located alongside a carriageway.
