I'd imagine the proper answer will depend on requirements for work positioning v's fall arrest. Most climbing harnesses are for work position aren't they? 
Can't call it fall arrest, it's for fall prevention so the lanyard must be kept short enough to prevent you falling in the first place.
You can have your tree harness if your planning on getting out into the tree to work otherwise your ment to have a full body on.

Depends on the harness too. The tree motion for example has the green ring in the centre at the back which is a fall arrest point for mewp use. You should have the shoulder straps/full body straps fitted afaik for fall arrest though. It would also have to be twinned with fall arrest equipment too which is designed to absorb a shock load as opposed to climbing gear which is designed for work positioning. 

Not sure on the use of work positioning kit as fall arrest though. Technically it's a no and why would you want to. Much easier to have an inertia reel in a bucket on your back than the positional strop and a suitable backup on your front
