They should have plans/records of the street trees.

Alnus incana "Laciniata" would be my bet.

 

I've planted a few in and around Hammersmith and they're pretty nice street trees - when the little oiks leave them alone long enough.

having finally been able to get a look at this tree as it's coming into leaf it appears to be a cut leaf variety. 

 

i will get a picture of the leaf when it is fully formed in a couple of weeks.

I'd agree with Alnus incana 'Laciniata'. Collins Guide has it down as rare, but recently Barhcams and the like have been stocking them fairly inexpensively.
