  17. However for my scenario, they make sense. Yes, got to have some accountability but also go to to step back and wonder is there is something reasonably practical that can be done to avoid an accident, or to limit its effects if it does happen (seatbelts are a good example of limiting the effects of an accident). Off the back of every piece of legislation there is generally a fatality or a lot of accidents
