the important part is "to work in the UK " not as you said (this is your quote)...

Care to explain how you see this actually working. I’ll try again eh seeing as you are struggling. 
So you are now saying it’s actually to stop them working once here and not actually deter illegal cross border immigration 🤷‍♂️ 

Are you that naive to believe that those hiring or working illegally won’t continue to do so.
