All of them should be dealt with the same. You deny the two tier treatment of child rapists happened due to racial sensitivities. At least if they had left the "unsafe" equipment there'd be something of a catch-22 about it, but to have removed one of the decision paths that ultimately lead to the same outcome...

There's plenty of law (mainly around around murder but the themes can apply elsewhere) about setting up unsafe circumstances, performing intervening acts, omissions rather than acts, duties to help etc etc ad infinitum ad nauseam. The sorts of laws that prohibit you from windmilling your arms and walking in circles and it's someone else's fault if they become present in your airspace and get hit.

 

But if you're a state, magically those actions aren't crimes.

So with a state, there is at least a chance some kids from poor backgrounds can get an education, but without a state only those kids whose parents can make enough down the liberated mines can go to private Uni
