Go here and read it,http://www.environment-agency.gov.uk/subjects/waste/1019330/1334884/1721340/ "virgin timber" is not waste as long as its going to be used for mulch or bedding, etc.

Maybe, but tree surgery arisings are not classified as virgin timber. That classification is for forestry produce.

The Environment Agency’s position

Virgin timber is timber from:

  1. whole trees and the woody parts of trees including branches and bark derived from forestry works, woodland management, tree surgery and other similar operations (it does not include clippings or trimmings that consist primarily of foliage2);
  2. virgin wood processing (e.g. wood offcuts, shavings or sawdust from sawmills) or timber product manufacture dealing in virgin timber.

it must be a nightmare separating the:

"woody parts of trees including branches and bark derived from forestry works, woodland management, tree surgery and other similar operations "

From the

"clippings or trimmings that consist primarily of foliage"
