As you have to get permission to plant trees within a certain distance of the highway, and if you are planting a tree in a footpath, which is technically highway too, I'd have thought whoever has asked you to plant said tree would have the required specs.

 

Hadn’t heard that before.

Minimum clear width of 1m, as per NRASW. Most LA's work to 1.2m minimum though.

We have been working on min Pavement width of 2.5 metres so when the tree grows ect we would end up with around 1.5 as tree is obviously not right at the edge and will have a pit around.

We have turned down a request on pavement width issues but seems like he is wanting a specific link to a regulation BS 8300 design of buildings for disabled is the closest i can find but that's still inconclusive.
