Thats not actually a Mog, its a train, as soon as you have wheels that use the rails your a train, you have to have train driving qualifications to drive it on the line!! Or so I was told when I did rail work, got to say I really don't miss rail work, its pretty grim, IME.

You obviously have to have PTS and then a MO ticket 'machine operator' and then someone with you 'MC' machine controller!
